Nigel Topping, chair of the Climate Change Committee, warned that policy reversals would disrupt business and dent investor confidence, as the CCC’s annual progress report revealed heat pump uptake in existing homes rose only 7% in the past year, compared with 56% the prior year, while renewable power and electric vehicle adoption advanced. Topping cited a CBI report valuing the UK’s net zero economy at £100bn a year, growing faster than the wider economy with higher-paid jobs, and stressed that policy consistency is critical for investment. The report found heat pumps can save urban households £1,200 a year and rural oil-heated homes £1,900 when combined with solar panels and EVs, but uptake is hampered by high upfront costs and electricity priced off gas; Topping called for breaking that link and supporting lower-income households to decarbonise.
