The new tranche draws in the National Credit Guarantee Administration and 17 financial institutions, with six existing lenders—Taipei Fubon Commercial Bank, HSBC, Crédit Agricole CIB, CTBC Bank, DBS and King's Town Bank—raising their commitments. Eleven banks join for the first time, including Mega International Commercial Bank, Chang Hwa Commercial Bank, The Export-Import Bank of Taiwan, Hua Nan Commercial Bank, Land Bank of Taiwan and Société Générale, bringing the total number of supporting institutions to 35. The financing sits within the existing project finance structure, building on the 2023 facility backed by seven export credit agencies from six countries. Hai Long, sited 45–70 km off Changhua county with 73 turbines and more than 1 GW, targets becoming Asia's largest offshore wind farm at commissioning by end-2026.
The tranche names Société Générale among the first-time lenders, adding to the 11 new banks already reported on 2026-08-11.
