Philippines Gov’t, Copenhagen Infrastructure Partners Talk Advancing ‘Southeast Asia’s First’ Offshore Wind Project
The San Miguel Bay offshore wind project in Camarines Sur, planned at 901 MW and a USD 3 billion investment, was the subject of a 29 June meeting between the Philippines’ Department of Finance and Copenhagen Infrastructure Partners. The project, a joint venture with ACEN (which holds a 25% stake), is slated to be the first offshore wind farm in Southeast Asia. Discussion covered project milestones, financing arrangements, and preparations for the Philippine government’s Green Energy Auction (GEA‑5), the country’s first offshore wind tender, which will offer 3.3 GW capacity for delivery between 2028 and 2030. Pre‑qualification for GEA‑5 runs until early July 2026, with bidding to start by end of July and provisional winners to be announced by end of September 2026. The provincial government has previously stated that construction is targeted to begin in July 2026 and commercial operations by Q3 2028.
