First power was achieved on March 23, 2026, from a single Siemens Gamesa 14.7 MW turbine — distinct from the two pilot turbines running since 2020. The Charybdis, the first Jones Act-compliant WTIV built at Seatrium's AmFELS yard in Brownsville, Texas, installed that first turbine in January. The full 2.6 GW project across 176 turbines carries an estimated cost of $11.5 billion, with most turbines expected in service by end-2026 and the remainder in early 2027. A December 22, 2025 BOEM stop-work order, lifted by a January 16 preliminary injunction from the US District Court for the Eastern District of Virginia, contributed $228 million in added costs.
