The maximum construction period is extended from four to five years under the revised framework, the price ceiling is removed, and a single two-sided Contract for Difference becomes the sole support mechanism. The tender also introduces binding prequalification criteria covering cyber security, corporate responsibility, environmental sustainability and supply chain resilience, plus component-origin rules mandating that at least 75% of turbines not be manufactured or assembled in China and that no more than four critical components or 85% of permanent magnets originate there. The decree now proceeds to the Council of State and the European Commission before the PEZ 1 tender can be relaunched.
