Senator Todd Young (R-Ind.) stated on the Senate floor that naval analysts confirm China is retrofitting commercial cargo ships with long-range strike missiles, surface-to-air missiles, drone launching systems, and radar and tracking systems. Young warned that Chinese-owned or operated vessels with direct ties to the Chinese Communist Party could enter U.S. ports undetected and launch attacks on critical infrastructure, citing the Port of Houston's petrochemical complexes and a quarter of U.S. oil-refining capacity as a potential target. He called on Congress to pass the SHIPS for America Act, which would provide tax incentives for new ship and shipyard construction, deregulation and permitting reform, maritime academy training modernization, and a Maritime Security Trust Fund to expand the U.S.-flagged international fleet to 250 ships by the mid-2030s. Young noted President Trump's Maritime Action Plan is consistent with the bill.
