Under the proposal co-authored by the New Economics Foundation and the Finance Innovation Lab, the Bank of England would offer low/no-interest funding to commercial banks on condition they lend to households for solar panels at about 2% interest, with typical monthly repayments of £45 offset by bill savings of £66, yielding an average net annual saving of £250. The mechanism could scale to 8 million homes at no direct cost to the government.
