The scheme covers up to 11.1 GW of capacity across eleven offshore wind farms in the North Sea, the Atlantic and the Mediterranean, with a maximum budget of EUR 63 billion and a 25-year duration. Aid will be delivered through a variable premium two-way contract for difference (CfD) awarded via competitive bidding, replacing a previously approved scheme for three of the projects. The Commission found the measure necessary and proportionate under the Clean Industrial Deal State Aid Framework (CISAF) adopted on 25 June 2025.
