The BEE (German renewable energy association) used the closing of the consultation to call for two-sided contracts for difference instead of the current system of uncapped negative bids, and criticised the draft's planned lowering of minimum auction volumes as undermining the reliability investors need. President Ursula Heinen-Esser said the industry's long-standing warnings were ignored, noting last August's offshore wind round drew no bids and none can be held this year. She nevertheless argued the 70 GW by 2045 target remains achievable. The BEE also wants NZIA resilience auctions shaped to strengthen European value creation, with all tendered projects required to meet criteria including NIS2 cybersecurity requirements, on-time delivery capability and a CO2-avoidance sustainability test, plus a binding resilience criterion for centrally pre-investigated areas limiting dependence on single third countries.
